Types of electric utilities

Share of US residential customers by utility type
  • Investor-owned73.6%
  • Municipal9.6%
  • Cooperative13.2%
  • Public power district2.7%
  • State or federal0.9%
  • Investor-owned utility. A private company owned by shareholders. A state commission reviews its costs and sets or approves its rates in formal rate cases.
  • Municipal utility. Owned and run by a city or town. A city council or utility board usually sets the rates, and state commissions often have limited authority over it.
  • Electric cooperative. Owned by the members it serves. An elected board sets the rates, and members may receive capital credits when the co-op has margins to return.
  • Public power district. A public utility that is its own unit of government, such as a public utility district. An elected or appointed board sets the rates.
  • State-owned utility. A utility owned by a state government or a state authority. A board that the state appoints sets the rates.
  • Federal power system. A power system owned by the federal government. Most sell wholesale power, and local utilities deliver it to homes.

Customers of competitive retail providers appear separately in EIA data. In places like Texas, a retail electric provider sells you the energy while a delivery utility, listed here, carries it to your meter. See the provider guides.

Electric utility questions

How many electric utilities are there in the US?

EIA listed 1,212 utilities with residential customers in its 2025 survey, not counting retail electricity providers. They include investor-owned companies, municipal systems, cooperatives, public power districts and state and federal systems.

What is the largest electric utility in the US by residential customers?

Florida Power & Light (FPL) had the most residential customers in 2025 at about 5.34 million, followed by Pacific Gas and Electric (PG&E) and Southern California Edison.

Can I choose my electric company?

Usually not. Most homes can buy electricity only from the utility that serves their address. Thirteen states and DC let households choose a retail supplier, and in those places the utility still delivers the power. Our provider guides explain the details.

How do I find out which company serves my address?

Look at the top of your last bill, or use the find my electric company tool on this site to match your state and county to the utilities that report service there. Confirm the result with the utility, because counties can have more than one.
