How to read this page

Search for a city's electricity rates and you want a city number. The federal data does not have one. It has two things we can combine honestly: the average price and bill for each state, and, for each utility, the counties where it reports service. This page lines them up.

  • Price and bill are state averages for 2025. A city served by an expensive or cheap utility can sit well above or below them.
  • Investor-owned companies are the large regulated utilities. City-run utilities belong to a city or town. Cooperatives are owned by their members and are common in rural parts of a county.
  • A company listed for the county may serve only part of the city, or only the edges.

Source: U.S. Energy Information Administration, Form EIA-861 (final 2025 data), average residential price and bill by state, and the service territory schedule by county. Sorted from the lowest state price to the highest. A utility name links to its profile when we have one.

What the spread shows

The cheapest state price among these cities is 11.83 cents per kWh and the costliest is 40.40 cents, a gap of 28.56 cents. For a home using the US average of 874 kWh a month, that gap is about $2,997 a year. Hawaii is 134% above the US average, and Idaho is 31% below it.

A city is not its state

Within one state, prices differ by utility, and bills differ by home size, climate and plan. Open the state page to see how the utilities in your state compare.

Next steps for your own address

  1. Find your company with the electric company by ZIP code tool, and confirm it on your bill.
  2. Open the utility profile for its price, bill, service area and reliability.
  3. Compare with your state on electricity rates by state.
  4. In Texas, use the Texas city guide.

Questions about electricity in big cities

Which big city has the cheapest electricity?

Of the 43 cities here, Boise sits in the state with the lowest average price, Idaho at 11.83 cents per kWh in 2025. These are state averages, and a city can differ from its state.

Which big city has the costliest electricity?

Honolulu sits in the state with the highest average price of the cities listed, Hawaii at 40.40 cents per kWh in 2025.

Why do you show state prices for a city?

EIA publishes prices by state and by utility, not by city. Where one utility serves most of a city you can open its profile for a closer figure. Otherwise the state average is the closest public number.

How do I find my own utility in a big city?

Check your bill, or enter your ZIP code in the electric company by ZIP code tool. Large cities often have an investor-owned company, a city-run utility and cooperatives in the same county.
