Texas Electricity Providers by City: Dallas, Houston, Austin

Search for electricity in a Texas city and you meet one question first: which company delivers the power there? This page lists 50 major cities with the delivery companies, city utilities and cooperatives that report service in each county, and it names the cities with no retail choice.

Reviewed Data: EIA Form EIA-861, released October 7, 2026

How to read this page

EIA collects, each year, the counties where every utility reports distribution equipment. We join that to each city's county. The result shows the companies that report service in the county, which is the finest public view of service areas, not a street map.

  • Investor-owned companies include the delivery companies that serve most Texas homes in the competitive market.
  • City-run utilities serve customers inside some city limits, often without retail choice.
  • Cooperatives serve rural parts of a county and are not in the competitive market.

A big city can sit in a county with several of each, so the lists below show who could serve an address, and your bill shows who does. The Texas average residential price for 2025 was 15.40 cents per kWh, and the Texas rates page has the state picture.

Texas cities where you cannot choose a retail provider

Retail competition covers customers of the investor-owned delivery companies in the main Texas grid. These cities are served by a city-run utility or by a utility outside that grid, so most households inside them cannot shop for a provider:

Texas cities served by a city-run or non-ERCOT utility
CityUtilityWhat it means
AustinAustin EnergyThe city runs the utility. Customers inside the city buy electricity from it and cannot pick a retail provider.
San AntonioCPS EnergyThe city owns the utility. Most San Antonio customers buy from CPS Energy and have no retail choice.
GarlandCity of GarlandThe city runs the utility, so customers inside Garland do not shop for a retail provider.
El PasoEl Paso ElectricEl Paso sits outside the main Texas grid and has no retail choice. El Paso Electric supplies and delivers the power.
BrownsvilleBrownsville Public Utilities BoardA city board runs the utility, so customers inside Brownsville do not pick a retail provider.
DentonDenton Municipal ElectricThe city runs the utility for customers inside Denton. Homes just outside the city may be served by a different company.

Check the edges of a city

A home near a city line can be served by a different company than a home across town. The company on your bill decides whether you can choose. If it is a city or a cooperative, you probably cannot.

What the main delivery companies charge

Where choice applies, every household pays the delivery company a delivery charge, and the provider sets the energy price. EIA reports the delivery revenue per kWh for each company:

What to do after you find your delivery company

  1. Confirm the company on your bill, or enter your ZIP code in the electric company by ZIP code tool.
  2. Find your meter number, called the ESI ID, with the ESI ID guide.
  3. Learn the plan types and terms in Texas electricity plans, then compare on Power to Choose.
  4. Read the cheapest plan guide before you sign, and keep the contract.

Frequently asked questions

Who is my electricity provider in Dallas?

Your delivery company keeps the lines working and a retail provider sells you the energy. EIA lists Oncor Electric Delivery among the companies that report service in Dallas County. Your bill names both, and the ZIP code tool narrows it down.

Who delivers electricity in Houston?

See the Harris County row in the table for the companies that report service there. CenterPoint Energy Houston Electric is the main investor-owned delivery company in the Houston area. Confirm with your bill.

Can I choose my electricity provider in Austin?

Not for most homes inside the city. Austin Energy is a city-run utility, and customers of city-run utilities do not have retail choice.

Do I have retail choice in San Antonio?

Most San Antonio customers buy from CPS Energy, which the city owns, so they cannot choose a retail provider.

Why does my city show more than one company?

Service areas follow older lines, not city limits. A city can have a delivery company, a city-run utility and a cooperative within its county.
